Usually it’s the theme not including the correct calls out to WordPress’s header & footer functions. There also sometimes is a problem setting up the initial configuration, so you might need to go into the setting screen and hit “save” once to make sure a style is chosen (might as well pick or build your favorite while you’re in there!).
