Trouble importing a WP .xml file > 2MB

I’ve found 2 ways that usually work
Run the importer multiple times as it normally picks up where it left off before
or
split the file in logical places into 2 or 3 files and import them

… but despite tweaking the php.ini et al, I couldn’t for the life of me get it to work. I have no bloody idea where the “options” button is that will supposedly let me change the upload size.

In the end I found instructions on how to split the file into two separate documents, each under 2MB, and go from there.
