Trouble setting up theme

I am having trouble getting the theme set up.

On the documentation page
https://athemes.com/documentation/moesia/#quick
there are two files that should be imported, but both lead to “page not found”.

If I try to right click and download, nothing happens

As well, I can not find a plugin called Types. Is it the same as Toolset Types?
