trouble updating to 3.9.1

Hi all

trying to do update from 3.6.1 to 3.9.1 but everytime i do it gives me below error message

Downloading update from https://www.ads-software.com/wordpress-3.9.1-new-bundled.zip…

Download failed.: Destination directory for file streaming does not exist or is not writable.

Installation Failed

I have tried giving permision 777 to the wp-contents folder. Even the TMP folder

I have given correct temp folder location in wp-config file as shown below
define(‘WP_TEMP_DIR’, ‘/home/xxx/public_html/www/wp-content/tmp’);

had no joy. Please advice what else i have left out?
