Trouble uploading themes

Hello everyone! New blogger here so i apologize if this may seem kind of a simple issue with a simple solution…..

Im trying to upload themes from an outside source as well as looking into using Flexibility Theme in the near future. everytime I go to Appearance then Theme …it doesnt show me the option to “upload” anything! Any info will be appreciated!
