Trying to start over

Ok I want to self-host a new word press blog…because i obviously violated the TOS @ wordpress.com by monetizing.Can I re-use my previous domain that was pointed at WordPress, Or should I start all over with a new domain?

Right now I have the Domain https://bestreviewblogs.com pointed to wordpress/wp-content/plugin and it shows a page that I think is a theme. Did i upload this into the wrong directory?

My basic question is If I want to start over and I already have wordpress at my web host installed what should I do next?
