    I figured it out. I needed to ALSO create:
    an additional Header for the 2nd language (French) to call the French navigation.

    Also a French footer.

    Ultimately, I needed:

    • Header-FR (containing Navigation-FR)
    • Footer-FR
    • Page-FR (containing Header-FR and Footer-FR)

    And then make sure I assigned the Page-FR template to all my French pages. NOW it works…
