Turn Off Comments

I’m using WP as a simple CMS and have no need for comments. I went in and removed all the php includes so even when you go to #comments it doesn’t show a form.

I have all the extreme moderation turned on but am still getting spam and have to go in and delete it. How do you completely turn off comments?
