Turn on 2-Step Authenticator sitewide

Is there a way to turn on 2-step authentication for all users at once? Something that would prompt them once logged in to set up their account to use 2-step authentication. I have many users that I need this turned on for, and do not want to walk each one of them through the steps to turn it on manually.
