Turn On Next/Previous Post

I almost don’t want to ask, but I’m tearing my hair out.

I cannot locate where to turn on the Next/Previous Post option. It is driving me crazy and I know it’s dumb to ask but I am missing it.

Can someone please tell me the category it’s in?
