Tutorial on "Show this popup if" section

Nice plugin. I was wondering if it is possible to get a tutorial for how the “Show this popup if” rules work? I have been attempting to configure the popup so that it shows up on mobile at https://makeyourmove.tv and nothing that I do seems to work. I really need a tutorial on this area.
