Twenty 14, how do I set it up

I want my twentyfourteen to be set up like this https://ts.w.org/wp-content/themes/twentyfourteen/screenshot.png?ver=1.1 It looks to be the default view, but it’s not how my page ends up.
Also I want the 3 “posts” in the top of the image to be static. Is this possible.
