Twenty Eleven Noob Q? Author meta positioning?! How-to

I posted this Question in “Themes & Templates” but wasn’t sure if that was the right place since I’m asking for How-to Help and Troubleshooting… I know I’m asking a lot but any help would be greatly appreciated!

I’m not great w/ PHP or the Loop… And I have not edited a Theme in quite some time. For most of you this is probably a cake walk… But for me not so much.
Obviously, the index default for the theme is:
POST TITLE
Posted on DATE.And on the Single post page the meta/author info shows up AFTER the post. I would like the TAGS to show up AFTER the post and on both the index and single post pages.
I would like the layout to look like this:
