    In Twenty Eleven , turn header off. Search box moves to nav menu.

    Compare Responsive Select Menu on and off.

    Off – Search box shrinks to a square box before moving out

    On – Search box moves up over header image, theme becomes stepped

    Not sure whose fault, couldn’t work out how theme decides to move Search box up.

    The search form is not part of the menu, it’s just an absolutely positioned element. You’d need to customize your style how you want it displayed for small widths.
