twenty seventeen not responsive

Twenty seventeen is supposed to be responsive, but the header image doesn’t display properly on Android or iPhones. It is too big. Also some of the images in my pages aren’t responsive and display too big.

I can’t send you the link because of this issue and I had to go back to the theme I created in Artisteer, which is responsive, to display the site properly. 2017 displays perfectly on PCs, but not on smart phones.

Am I missing some code or a check box to make 2017 responsive?
