Twenty Seventeen Portrait Header Displays Wrong

Hi All. I spent a lot of time researching this issue and I got closer to a solution but the portrait layout still doesnt display correctly on my Android tablet and now theres a slim gray bar that appears when using an iPhone.The only problem seems to be the header image. Here is the code I’m using in my custom css field:
