Twenty Ten: Change Navigation Bar Color

Hey there,
I’m trying to change the navigation bar color for my www.ads-software.com bar from black to light blue. So, I went to style.css and scrolled down to #access and changed the color codes to #00FFFF, which is what I’m using. However, once I saved my file, and went to my website, nothing changed, and my navigation bar was still black. I tried a few tips from other users, but it still remained black. Can someone help me?
