Twenty-Ten Comments on static page but not blog posts

I inherited a job on the site unitsmilwaukee.com where I needed to move a WP blog installation to the root directory and create a single static home page. I initially had copied the entire Twenty-Ten style.css file and made a child theme out of it to make the necessary changes (thought I would follow the rules here). I have since deleted the child theme, Twenty-Ten theme and reinstalled the Twenty-Ten.
I have a static front page – which unfortunately shows the “Leave a Comment” box at the bottom of it.
My blog page, with existing posts & comments doesn’t show the “Leave a Comment” box. It shows a “Leave a Comment” Link – which when clicked on browses back to the static front page!! I tested leaving a comment by following the link and all comments are linked to the Home / Static page.
How can I fix this? Is it my file structure messing me up?
