there is not a page with a widget on the right side bar in https://wp-themes.com/twentythirteen/

but on this one for ex : https://thematosoup.com/reviews/wordpress-3-6-twenty-thirteen-theme/

on pc screnn the sidebar started with “get social”, form search, catogories, etc and is correctly on the right side and not on Ipad

We need to see an example of the issue in the Twenty Thirteen theme.

I have what appears to be the same issue. My site using twentythirteen (french) displays fine in browsers and is responsive on my android phone but the sidebar is located over my footer content on the ipad.
