Twentysixteen disection footer.php

Hi,

I’ve started “reading” the code of twentysixteen theme.

I’ve found that in the footer.php there is

<?php if ( has_nav_menu( 'primary' ) ) : ?>

Why it is used in the footer if there is no option to show primary menu in the footer?
