Two Page Website Help

My website is still hosted locally so I can’t provide a link as of right now. I have a two page website, one page is the homepage which has most of the information needed (About, Contact etc) and then there’s another page for the Services. When on the homepage if you click the About or Contact link the page will scroll down to the appropriate section, but when on the services page the menu buttons don’t work at all. I need these buttons to link back to the homepage. Any help is appreciated
