Two popups

I have created a terms popup and pasted the shortcode on the page that I would like the popup to appear.

This is working, however there are two popups instead of one:

1st popup: just a grey box with ‘I accept’ and ‘do not accept’, but no text.
2nd popup: the one I want, displaying the terms and conditions, with the ‘I accept’ and ‘do not accept’ buttons.

Please can you help me get rid of the first box?
