    I am rebuilding a site for someone, and they absolutely HAVE to have 2 rows of navigation. I am pretty good at tweaking existing themes to my needs, however am completely unfamiliar with having a second row of navigation (different color/etc. and using a second menu). None of the themes I am seeing offer that from startup (ok with purchasing premium version). Any input is MUCH appreciated!

    BUT if you look at it, it will show you how I need the navigation to be laid out after I redesign.

    I will not be using the theme that is on the site currently at all in the redesign.

    Adding a second row of navigation is usually an option built into a theme, whereby a menu area is defined in the theme and is assigned by way of using the Appearances / Menus option in the WordPress admin.

    As such, the choice of what theme you use has a pretty big consequence on whether is option is available “out of the box” or requires some template modification.
