Ultimate member sending emails to rejected users

Our site is locked down to paying members only (through CP Contact Form with Paypal). Oftentimes, spammers will attempt to join and our admin rejects their attempts. However, when an event (Event Tickets Plus) is created, we have it set up so that members are sent an email notifying them of a new meeting/event. I noticed (by hitting Reply To All in my email) that ALL users are receiving the events via email. The problem is that even the spammers are getting notified.
How can I make sure that only real members receive this emails?
