Unable to access Dashboard

My users are unable to access the Dashboard entirely. When I try and login as an Editor, the toolbar is gone (even though it’s activated) and when I try and access the Dashboard it redirects users to the homepage.
As an Admin I’m able to access the Dashboard but no other user groups.
