Unable to access Paypal to pay using PayPal Standard

Hello. I am using PayPal standard and when I go to try to pay for a subscription item, Paypal gives the message:

“We’re sorry, things don’t appear to be working right now. Please try again later.”

I saw on this forum that previously you had advised someone to turn off the setting Block non-encrypted website payment. I can confirm that this is set to Off.

I would like to be able to use this plugin however I simply cannot use it.
