@sathi01 Thanks a lot for continuing the troubleshooting steps we have suggested and sorry that we haven’t found you a solution. At this stage this looks to be an issue with your database.
As you mentioned you had previous issues with your database and had to delete it and start again. It seems that during this process something has happened to the tables relating to Web Stories and user roles for the plugin. Usually in these cases removing the plugin and installing it again should resolve this kind of issue.
As this seems to be an issue with your database, this falls out of the scope of Web Stories support and you we would recommend speaking with a developer who will be able to look into this further for you.
