unable to add posts

    Maybe I am stupid and have missed something but after reading this forum for about a week and trying almost everything they said ( some i understand and some that might as weel be magic ) I cannot add new posts after installing 3.1.2
    The problem is that I backed up my db to my computer when my server had to be upgraded to a newer version of SQL and when I try and import all of the olf db or just the posts table it seems that I can only edit / delete old posts and cannot add / save / draft any new posts . I know lots has been written on this subject believe me and I have been in touch with my server provider ( ixwebhosting -vvhelpful ) but the plain fact is as soon as old posts table is transferred the I loose all ability to publish even when i am only ADMIN on site .
    Anyone else have the same problemss and solutions recently that don’t need a phd in sql
