Unable To Add Thumbnail to Post

I’ve just discovered that on the Edit Post Page, clicking on one of the Upload/Insert icons produces no response; I gather that some kind of dialog box is supposed to open up. Further, in the Post Image and Thumbnail section of the page, entering a url does not produce any results.
