Unable to connect error accessing website

I hope I might be able to get some help to resolve the issue I am having accessing my website from the url.
I have been unable to connect to my website [removed]
This problem has been on-going for more than two weeks and I have tried the suggested solutions with no resolution.

Host – GCP
GCP support says hosting service is OK but I currently do not have access to the server, I am unable to access the website files for any operation.
Before this issue, the website was running on wordpress perfectly well, I have manually migrated from physical host to GCP without any problem.
I have also manually migrated moodle application as a subdirectory on the same website. After migration, I attempted to upgrade the moodle to the latest version. There was a dependency error and I tried to update the application by installing the dependency but it did not solve the issue. After several attempts, I suspended the operation to resume latter. On resumption, I found the access issue as I have described above and I have not been able to get a resolution.
