Unable to create submenus since 6.0 RC3

    After upgrading to 6.0-RC3-53407 I am unable to add a submenu. I can click the submenu icon and get an arrow next to the menu item. I click on it and get a box outline with a + symbol. However, when I try to click the + or box, nothing happens. If I downgrade to 5.93 I am able to add submenus again.

    Upon further investigation, I found it works fine when I add a submenu on a test page. It is only editing the menu in the header part I have issues.

    I was able to work around the problem by creating a test page, add the navigation block, select the menu. Then I was able to add submenus.
