Unable to disable show a “follow blog” in Subscriptions

Whenever I turn on the Subscription module both boxes underneath are checked. I uncheck the one for blog subs because I prefer using Mailchimp. The console always shows a successful save of the changes.

Then I go to check on the post itself and both check boxes are underneath the comment section. I go back to the Jetpack settings and both check boxes are again enabled. I’m not using any caching plugins. The website is a brand new refresh with very little customizations.

Any help would be appreciated. I want to enable comment subs and want to avoid adding another plugin for such a minor feature.
