Also may I mention, in ADMIN are when building, cannot change anything withing SCREEN OPTIONS top right corner of WordPress.

It’s a difficult issue to pinpoint. I’ve started working on it.
As a workaround you can edit your categories by regular edit. Quick edit will not work until this is fixed.

I simply cannot reproduce the issue on a clean install. Most probably there is a problem in your options table. I suggest you backup the site, install a fresh copy and do an import.
