Unable to enable comments on Accent Theme

I have been unable to enable comments on my website, since it was created. I am using the Accent theme. I have tried suggestions from the forum and also my web hosting service with no success.

Home is not shown on the pages and there is no option in Settings>Discussion to enable comments, only to manage them.
