Unable to get Tooltip to pop up

Hi. I’m testing the free version of the Tooltips plugin and am not able to get the tooltip to pop up when I hover the cursor over it. I specified the text “A tooltip is supposed to pop up here” for the tooltip to pop up but it doesn’t do so. Can you please tell me how to get the tool tip to pop up?
