Have you enabled the voting on the actual images (form the NGG manage galleries screen)?
If you have, you need to be sure you are editing the correct gallery template. You can see which template NGG uses for each setting combination here.

I do not see anywhere to enable voting on images. I updated /wp-content/plugins/nextgen-gallery/products/photocrati_nextgen/modules/nextgen_basic_gallery/index.php template.

I am using NGG Free Version 2.0.46

Is there another setting or something I should check?

You enabled voting on NGG’s ‘manage gallery’ screen, as I said in my last post.
I also said that the template you need to edit depends on the settings you use when you insert the gallery, and linked to the page that can help you figure out which template you are using.

Ok It wasn’t clear where those options were, but I found it and its working. So there is no way to enable voting on existing galleries correct?

The other thing I notice is the error messaging is displaying behind the thumbnail. See link: https://autoshowsonline.com/coverage/nggallery/coverage/online-car-show/

Thanks for the help and great product.

You can enable voting on existing images, by going into each galleries ‘manage gallery’ screen, and enabling the images one by one. If you want to enable all images with one click, you can use the Premium add-on.

I do not see any error messages, perhaps you can provide a screen shot?
The message “Only registered users can vote. Please login to cast your vote.” shows if you have ticked ‘Only allow logged in users to vote’. If you want the public to be able to vote, just untick that option for the images.
