Unable to hide on subsequent visits

I’m using an embedded form in the popup and having trouble hiding the popup after someone submits the form. I found instructions here: https://optinmonster.com/how-to-hide-pop-ups-from-your-existing-subscribers-4-methods/
but they’re confusing.

For Cookie Settings, I have:
If it is closed, but not converted, show it again… — never or until the browser cookies are cleared.

What am I doing wrong?
