Unable to install on Windows based alias website on Godaddy

Hey, i have a few questions that i was hoping could be answered here. My client has a deluxe hosting plan windows based and wants to develop some websites that are directories under the main website. I contacted godaddy and they told me there is no way to install wordpress in these folders.

My question is that is there any way i can develop the website on my own domain and convert each page into .html and upload it to that directory with the links intact. I read that the pages made with wordpress are stored under the database so what can i do to get copies of pages for example https://www.mydomain.com/about. How can i get a about.html page that i can upload to the clients website. Hopefully someone can answer this for me. Thank you so much for taking time out and helping.
