Unable to process application submissions

When I tested submitting a job application a few times, I keep getting this message:
Thank you for your application. While your application doesn’t fit our current requirements, please contact us directly to see if we have other positions available.
The default email address to receive applications is also not receiving any applications.

Can you please tell me why the application submission is not functioning? Please note, I have not added the jobs page to the navigation since it is not functioning properly, although it is live on the site’s server. I made the application submission relatively simple, with the required fields only being for name, phone number, email address, and two check boxes.
