Unable to re-install Plugin

I am operating wordpress with WP DBManager on a localhost environment during testing.
During an exercise to move the wordpress environment from one Server application to another on the same machine a problem developed were i made the decision to deactivate and then delete the plugin. However the Plug failed to completely uninstall.

The the next step i made which probably was not the best i deleted the plug in folder from within the WP-Content folder.

I tried to reinstall the plugin and it fails with an error Cannot create Directory.

Do you have any suggestions to resolve please?
