Unable to track goals

I’m trying to find a way to reliably track enquiry goals from contact form 7 forms on a website. I have installed the Contact Form 7 Google Analytics and have followed the instructions.

The plugin only seems to be recording form submissions as events under behaviour. I need it to log the form submissions as conversion goals in the Goals section of Google Analytics.

I have the GA code placed into the head section of the website and it uses the latest version of GA that uses gtag.

Can this plugin be setup to record form submissions in the Goals section of Google Analytics?
