Unable To Turn Off Under Construction Page

I have hit the off button for the under construction page and it will not go off. I have cleared the site cache multiple times and have waited 2 days to see if it would work. I have uninstalled and re-installed the under construction plug-in twice. I have read other forums of what to do and have not been successful with a solution. Can you please help get the under construction plug-in page turned off.
