Unable to upload California's table

Hi,
Great plugin, thank you for the great work.
We need to charge taxes for all 50 states and everything went well but California.

For some reasons the table upload is successful but the taxes rates do not seem to show in the back or front end.

Any idea why this is happening?

Also what is the purpose of “Priority” I am having an hard time grasping it.
