Uncaught RuntimeException: Error saving action

Hey Group,
I am unable to upgrade my woocommerce past 3.9.3 due to an error that says “ActionScheduler actions table doesn’t exist”. Many users seem to have worked through the issue by installing the ActionScheduler plugin. However, when I try it breaks the site. Here is the error stack I receive:

WordPress version 5.5.1
Current theme: OceanWP (version 1.8.7)
Current plugin: Action Scheduler (version 3.1.6)
PHP version 7.3.20
