The warnings seems unrelated to WP_DEBUG value.

grep WP_DEBUG wp-config.php
It is strongly recommended that plugin and theme developers use WP_DEBUG
if ( ! defined( 'WP_DEBUG' ) ) {
define( 'WP_DEBUG', false );

Also, the warning issuer file starts with:

<?php define( 'WP_DEBUG', false );
