Undefined index: stripe_create_account

Looking at that line of code in the latest stable version of WooCommerce (i.e. at https://github.com/woocommerce/woocommerce/blob/3.2.4/includes/admin/class-wc-admin-setup-wizard.php#L1285), I don’t see anything related to stripe_create_account.

Are you sure you’re using the latest version of WooCommerce? Which PHP version are you using? Any chance you can send through the system status report found under **WooCommerce > System Status**?
