Understanding blocking: IP or Username?

Okay, I’m getting some legitimate users locking themselves out. Presumably because I tightened things up a bit security wise due a rash of attempted “admin” logins.
So – trying to clear these people I’m not able to find their IP address in the blocked list. Why would that be? They don’t seem to be blocked by username, but rather by IP… but looking at the log, I see the ip address that the user was using when they tried to log in and got blocked, but I DON”T see that ip address on the blocked list…
What’s going on? How can I unblock these people?
