Unfortunately, the card processing option is not yet available in your country

Just like the PayPal Checkout plugin, PayPal Payments does provide the same option to pay with credit cards in every supported country. This includes India (not in the local currency though).
You can receive credit card payments through the black default credit card option within the PayPal Smart buttons: https://developer.paypal.com/docs/checkout/#try-the-buttons

The PayPal Card Processing is only available in a limited number of countries and acts as a separate credit card gateway that works independently of the default smart buttons:

It is not the only one, but the more convenient option to pay via credit card.
I suggest reaching out to the PayPal support to learn more about their plans to expand the PayPal Card Processing to more countries such as India.

I tested the regular credit card option with an Indian sandbox merchant account and could pay via credit card just fine. If you can’t see the black button, then please send us a message here with a copy of your WooCommerce system report:

I am experiencing the same with a Serbian Business Paypal Account. We are currently using the paypal Checkout plugin, which shows the paypal and the black creditcard payment button.

If we disable the paypal checkout plugin and enable the new paypal payments plugin, the option to pay with the black creditcard button is not there.

Please advise.
