Universal CSS Code to manage Font?

Hi everyone. I’m sure my question has an easy answer, but I don’t know it. I’m an IT professional, from the infrastructure side, and have been doing some web development on the side. I have built out a VPS with CentOS, Nginx, Varnish, and APC, and with using W3TC, I am getting PageSpeed Insight scores of 91/100 on the desktop rating. The site functions good, however it’s not the prettiest.
Since I manage the site, but not the content, the one thing that bothers me is the lack of standardization on the font size, style, and color used throughout the site. It looks close to the same, but it’s not all the same.
Using CSS, I can I set the font to be of a certain style/color/type, but be the same throughout the entire site? Is it just adding something to the “CSS Stylesheet Editor”? What should I add (I have an understanding of how CSS works, but don’t know how to write CSS unless I know what I’m looking for — but I’m learning HTML/CSS/PHP everyday)? Is it a bad idea to do this?
