most probably, your server php version is older than 5.3. Upgrade it to 5.3 or later and it will resolve matter.

says my PHP version is PHP Version 5.4.45

that is strange then. Try some other server or install locally.

I Try few other servers and installed locally but still same error can you help me please

plz activate the User controller from Settings > JSON API. make sure your php version is higher than 5.3

I activate controller from Settings > JSON API and my PHP version is 7.0
